By 12th century, there were well established medical legislations in Italy, namely the edict of Roger II of Sicily in 1140 and Frederick II in 1224, to prescribe organized medical teaching, set courses, examinations and qualifications. 3 Medical ethics has developed into a well based discipline which acts as a â€Å"bridge† between theoretical bioethics and the bedside. L The goal is â€Å"to improve the quality of patient care by identifying, analyzing, and attempting to resolve the ethical problems that arise in practice†. In addition to our moral obligations, doctors are also bound y laws and official regulations which form the legal framework regulating medical practice. It is now a universal consensus that legal and ethical considerations are inherent and inseparable parts of good medical practice across the whole spectrum. The disciplines of law and ethics in medical p ractice overlap in many areas and yet each has its unique parameters and distinct focus. In Hong Kong, laws on public health and medical practice, essentially an adoption of the English Acts, had been introduced from the early days. The monumental principles that apply generally to medicine or health care at large are: (a) respect of patient’s autonomy; (b) the principle of malefaction, I. E. , the duty to avoid harm or injury to patients; (c) the principle of beneficence, I. E. , the duty to do good to your patients, relieve their pain and suffering and to save life if you can; and (d) the principle of justice and act fairly. Meaning of Law and Medical Ethics in a Nutshell The values that encompass the four fundamental principles in medical ethics are self-evident. They are considered to be doctor’s prima facie duties to the patients and society. It is necessary for a doctor to take all of them into account when they are applicable to the clinical case under consideration. Not infrequently, when two or more principles apply, they may be in conflict. For instance, the decision to operate on a case of acute appendicitis involves at least two competing prima facie duties on the part of the doctor. At one end, the doctor is obliged to provide the greatest benefit to the patient by performing an immediate appendectomy. At the other end, surgery and general anesthesia carry risks and the doctor is under the obligation to avoid causing harm to the patient. The solution adopted must base on a balance between the demands of the competing principles by determining which carries more weight in the particular case. In the case of appendicitis, a generally accepted rational calculus holds that the patient is in far greater risk of harm from a ruptured appendix if the doctor do not act, than from the operation and anesthesia if the doctor proceed to surgery. In its simplest context, law can be defined as enforced rules devised by the State to govern the behavior of its members for the mutual benefits of all. Observance of the rules must be guaranteed by some kinds of sanction erected against the rule breakers. In addition to laws for the general public, doctors are bounded by certain specific rules stipulated in statutes as well as code of professional conduct laid down by the official regulating authority, namely the Medical Council, and administrative codes set by the institutions. Together, they form the legal framework regarding the practice of medicine, violation of which may lead to criminal or civil liability, or disciplinary actions. In addition to legal obligations, there are also expectations of society for the doctors and the goal of the profession eased on long established moral principles of self-evident value, which define the moral framework of medical practice. Medical ethics can be defined as a self-imposed code of conduct accepted voluntarily within the medical profession, the observance of which depends on one’s conscience and moral values. Law and Medicine Law and medical ethics are both dynamic and are in a constant state of change with time due to changing circumstances and societal values. Thus, new legislation and court decisions give rise to changes of the law and new ethical issues emerge in response to challenges rated by new technology, law or other influence. Third World Most of the world's population resides in - and the overwhelming percentage of that population's growth occurs in the incredible diversity of places we call the Third World. Third world includes America's south of the United States; the whole of Africa; Asia apart from the Soviet Union, China and Japan; and the Oceanic Islands apart from Australia and New Zealand. Majority of these Third World countries is in complete poverty and due to that these countries face internal conflicts. The citizens of the Third World countries are facing many difficulties such as poverty uneven economic share in the world economy, and injustice. Hunger; lack of shelter, health care and the less advanced technology are major aspects of this worldwide dilemma. Many people die from starvation in smaller, underdeveloped countries, especially those in Africa. Due to their financial problems, the people lack proper shelter and clothing to keep themselves warm and clean water to keep their living areas hygienic. Since they lack adequate shelter and clothing, diseases break out and these diseases develop a lot easier with poor nutrition. Third world poverty has developed for various reasons. In general those are; lacking social security; lacking natural resources and nutrition; and having no financial stability. A third world country is economically depressed and continues to grieve. Most third world countries don't have social security or welfare. These countries cannot afford to support their citizens. Unemployment rates are extremely high and wages are drastically low. As a result, the people of those countries have no or insufficient income to keep themselves surviving. These extreme poverty situations could lead to hostile actions against the governments where governments are usually blamed for the problems. The effect of the decline in living standards in the poor countries increases potential for political violence as an impact on the government. There have been over twenty violent protests in recent years (late 1980s) specifically against the austerity measures imposed by the IMF, with over 3,000 people killed in those protests. Political violence or in other words reactions to the government will continue in the future as long as the needs of the citizens are not met. For the time being these impacts are passed over lightly by the third world governments but it is hard to predict the long-term effects of this cover-up. There are a variety of Third World countries in the world. Some are ruled democratically and give hope that they will manage to better off soon enough, and the rest are authoritarian regimes. In fact the political instability may make it more difficult for democratic regimes to survive, especially in Latin America, and may be replaced by authoritarian regimes which would be a step taken backwards. Plus the liberal, market economy may loose its popularity and new regimes, rejecting free market, may replace it. However a second approach: Poverty breeds Poverty , could also be developed. In Third World countries people are born into extremely poor societies and grow up there. Becoming adults, they are usually destined to be poor for all through their lives. When adults, they struggle to earn money and try to get rid of their individual poverty but the efforts are not met. Therefore these people become extremely discouraged and loose self-respect. Eventually they become associated with being poor and ignorant. As a result they neither look for their rights nor try to get better off. Another effect of poverty is the national shame it creates among the citizens of the Third World countries. Besides having individual poverty concerns, the citizens are also witnessing that their country has no or very low political prestige among the other world countries. Realising this fact, the citizens lose trust and respect to their governments. They either start to feel alienated or to blame the government. When they feel alienated the citizens want to run away from the poor country and start a new life where it's possible to be better off. These try to immigrate to first world countries where they could be employed and paid adequately. Lastly, we will use Equation 1 above to determine the amount of charge (in Coulombs) that we can generate with static electricity. 3. Experimental Setup The apparatus used in this experiment included: an electroscope chamber with suspended sphere and top cover, 2 guide blocks with spheres, cotton and wool squares, plastic rods, and a white vinyl strip. Now we wanted to add charge to the suspended sphere by charging our guide block sphere as before and then sliding it into the chamber until the two spheres touch. 2. They explain that FGM is a tradition of â€Å"Animists, Christians, and [some] Muslims in those countries where FGM is common. † Women are given equal rights under Islam. In fact, the Qur’an decreed that when it comes to public life, men and women should have equal rights and participation. As a matter of fact, Yusuf stressed that â€Å"Islam is the middle way between excess and neglect† and that terrorism is the preoccupation of zealots and extremists who are, in fact, a plaque of Islam. According to him, there are two types of Muslim extremists whose acts destroy Islam. The first he calls â€Å"reactionary extremists. † This group rejects any form of religious pluralism. According to these reactionary extremists, the world consists of good and evil with nothing in between. Good, according to them, means the reactionary extremists and all those who oppose their actions are evil. Yusuf further explains that these kind of extremists are in the habit of â€Å"excommunicating† other Muslims who reject the way they interpret the Qur’an. However, this kind does not usually resort to violent acts to achieve their goals. Instead, they employ character assassination or takfir to ward their critics (Yusuf, n. d. ). The second type is the â€Å"radical extremist. † These Muslims extremists, according to Yusuf, are the ones who resort to violent acts and tactics to further their objectives. Yusuf stressed that these Muslims act as if they belong to some secret, wicked society whose members believe in the dictum that â€Å"the end justifies the means. † In other words, any method, even the most violent method, is acceptable as long as their â€Å"cause† is advanced. According to Yusuf, this is destroying Islam because the methods employed by Islam should be reflecting the noble ends of the religion. Secondly, Islam is not a â€Å"secret society of conspirators† – rather, it is open with its objectives and traditions which have already been accepted and recognized by people from other religious denominations (Yusuf, n. d. ). Muslims confused with Arabs Muslims object to their being confused with Arabs because it would never be accurate to equate Islam, a religious denomination, with Arab, which is an ethnic grouping. According to Muslims, the reason for this erroneous identification could be the fact that Islam emerged from the culture and society of Arab Bedouins of the 8th century. Another reason might be the fact that the Qur’an was written in Arabic. However, beyond these facts, Muslims should not be identified as Arabs, and vice versa because, according to statistics, â€Å"there are many non-Muslim Arabs, and far, far more non-Arab Muslims in the world. Because the higher classes, the Gentry, were the only independent group, because they did not have to answer to anyone, they were the ruling class, but the lower classes had to answer to the ruling classes because they had to work for the money that was provided by the higher classes. Even when the American society enjoyed some freedoms that the English society could not enjoy, the inequalities were still present, since the level of freedom people could enjoy was given by the social status they had and enjoyed. But again, this was the replica of what they knew as a socio-political system. With this new concept of equality, and in reality those who claimed to be disinterested and those on the higher social classes were not more capable to rule than the rest of the population who had access to the same opportunities. The problem with this approach is that it generates and feeds conflict of interests, because no matter who is in a leading position is undeniably going to promote policies that will benefit their own interests or the interests of the people close to them; resulting in an unbalance of the social and political system. This opened the way for a democratic political system, where ordinary people could being involved in the government, in contrast with the previous forms of government that were attempted where only the gentry could aspire to be in charge of a leading position on the government, like a perpetuation of the aristocracy, because if gentlemen were involved in the marketplace and had interests just like everyone else, they were really no different from all those common people artisans, shopkeepers, traders, and others who had traditionally been denied a role in political leadership because of their overriding absorption in their private occupational interests. In short, the Anti-Federalists were saying that liberally educated gentlemen were no more capable that ordinary people of classical republican disinterestedness and virtue and that consequently there was no one in the society equipped to promote an exclusive public interest that was distinguishable from the private interests of peo ple[2]. Finally, Anderson explains that in spite of the inequities that have existed in the world historically, nowadays the feeling of nationalism has generated that the human beings feel part of a horizontal whole where all are equal and fight every day for a common goal and that they are able to fight for this, not necessarily with the disposition to kill for this but with the will to die defending that for what they believe and live; because, regardless of the actual inequality and exploitation that may prevail in each, the nation is always conceived as a deep, horizontal comradeship. Ultimately it is this fraternity that makes it possible, over the past two centuries, for so many millions of people, not so much to kill, as willingly to die for such limited imaginings[7]. For it generates the idea of horizontality as Anderson explains, that is to say that there are no longer any social classes that command over other social classes. That all are born equal and have access to the same rig hts and opportunities because they all are human alike. And they are willing to go to the last consequences in order to defend it. Comparing these four ideas about nationalism as a sense of belonging to a whole with what Gordon Wood explains in The Radicalism of the American Revolution, United States, already composed of more and more diverse peoples, could not rely on any tribal or national identity. To be an American could not be a matter of blood; it had to be a matter of common belief and behavior. And the source of that common belief and behavior was the American Revolution: it was the Revolution and only the Revolution, that made them one people.[8].
